ACHIEVEMENTS OF
DISTRICT
POLICE KANGRA DURING THE YEAR 2009
During the year 2009,
District Police Kangra has done remarkable
job in order to minimize the crime graph and
maximize detection have been done to trace
the Excise Act cases, ND&PS Act cases,
Mining Act cases and Indian Forest Act
cases. The brief report in this concern is
mentioned point wise here below:-

District Police have improved detection work
and detected following head wise detection
during this year up to 30/11/09 as compared
to corresponding period.

success by conducting continuous raid
under Police Station Indaura,
Place Chhanni Beli and surrounding
areas and detected 14 cases
of Ex. Act and recovered 4,47,250 ML Illicit
liquor.

Under Head Mining Act 45 challans have been
done and amount of Rs. 1,46,200/- have been
recovered including Rs, 3,000/- recovered by
the Courts
2. Cases of property stolen &
recovered
Theft cases have been reduced and Districts
Kangra Police has succeeded to improve
recovery percentage up to 50 % in theft
cases and 100 % is in Dacoity cases.

A
part from this, following cases were also
the achievements of District Police:-
1.
In Case FIR No. 21/09 dated 10/01/2009 under
section 380 IPC registered at Police Station
Bhawarna, the accused was arrested in a very
short time and recovery of Rs. 3, 61,161/-
was got effected from him, the challan
prepared and filed in the trial Court
against him and he has been sent to jail to
undergo the conviction for 6 months. All
this process completed in a period of just
one month.
2.
A Gang of Steel Rods (SARIYA) thieves was
also apprehended at Police Station Baijnath
and a case FIR No. 83/09 dated 30/06/2009
under section 379, 34 IPC was registered
against them.

A Gang involved in cable theft cases was
arrested at Police Station Dharamshala in
Case FIR No. 113/09 dated 19/05/09 under
section 379, 34 IPC Police Station
Dharamshala.
4.
A gang of thieves was also apprehended at
Police Post Panchrukhi and recovered stolen
ornaments/jewelry of Rs. 1,71,000/- vide FIR
No. 139/09 dated 05/05/2009 under section
454, 380 IPC of Police Station Palampur.
5.
Gangs of Sandal Wood smugglers were also
arrested in Police Station Jawalamukhi in
case FIR No. 08/09 dated 04/01/09 u/s 379,
34 IPC & 41, 42 Forest Act, Case FIR No.
18/09 dated 17/01/2009 u/s 379, 34 IPC, Case
FIR NO. 30/09 dated 15/02/09 u/s 379 IPC,
59/09 dated 31/03/09 u/s 379, 511 IPC ans
Case FIR No. 114/09 dated 07/06/2009 u/s
379, 506 IPC all registered at Police
Station Jawalamuklhi.
Domestic Violence Act
District Police Kangra with the joint
efforts of NGO and Protection Officers under DV Act have succeeded to settle maximum
cases which reduced the registration of
cases under section 498-A IPC other cases of
cruelty towards women:-

Cyber Crime:- District Police Kangra
has succeeded to nab the Nigerian National
indulged in cyber crime by doing fraud by
the person and cheated him by transferring
amount 20 Lacs from him to his account. A
case FIR No. 82/09 dated 10/03/09 under
section 420,417,467,120-B IPC, section 66 of
IT Act Police Station Nurpur was registered
on the complaint of Sh. B.R. Pathak,
alleging therein that Rupees Twenty Lacs
have been cheated from him by the mean of
fake e-mail Id, falsely declaring him to
have won “ Australian Lottery ( 400,000 GBP)
in E-mail draw selection organized by the
lottery International Company. During
investigation, two Nigerian national namely
(1) OBI KINGSLEY CHINEDU S/O Obi, R/O No- 02
Osa’s Street, Benin City, Nigeria at present
C/O Mrs Komal , Room No- 340, Indira Nagar,
Juhu, Tara road, Santa Cruz, Mumbai who was
arrested on 11/11/09 and (2) ISOKPEHI BOBBY
IRIAJEN S/O Late. John Iriajen, R/O 24, 1st
Circular Road, Benin City, Nigeria at
present Flat No-07, Asha Colony, Juhu, Tara
Road, Santa Cruz, Mumbai-49, who was
arrested on 01/10/09. Mobiles and Laptops of
the accused have been taken into possession.
During the examination of these mobiles and
laptops, it has been found that it is an
international network spread all over the
country. The phone numbers used in the scam
are from Nigeria, UK and Venezuela.

During investigation
it has been observed that this network has
been spread all over India, cheating
thousands of people, on the pretext of
winning of lottery, winning of some contest
or job placement in Multi-National Companies
etc. The people involved in this cheating
are of Nigerian origin and they are
collecting huge amount of money by way of
cheating and transferring amount to other
countries including their parental
countries.
In this regard a request has been made with PHQ
to take up the matter with INTERPOL Division of
CBI, so that this network could be cracked with
the help of INTERPOL.
7.
Traffic Action: - In order to attain
preventive measures and maximum road safety,
District Police Kangra has organized a campaign
for taxi/truck operators to educate them about
rules of traffic and road safety, also Eye
testing camp was organized for drivers in this
district, which was free of cost. Schools kids
are regularly visiting the Police Stations to
know the working of Police and also to control
over the traffic. Apart from this following
figures of challans and amount have been
recovered from the defaulters during this year
by the Police of this district.

A Traffic Control Room has been established at
Dharamshala and all the Police Personals of
Traffic Wing have been equipped with Wireless
Sets to control over the traffic and for control
over the negligent drivers.
8. Position of Proclaimed Offenders:-
In the current year District Police has also
attained a great success in nabbing the POs in
different cases and nabbed total 47 POs.

A Proclaimed Offender, Namely Kulbhushan @ Lucky
Banta S/O Sh. Parkash Chand R/O Vill Gankhetar
Tehsil Baijnath was also arrested which lead
recovery of 13 stolen vehicles including
vehicles stolen from District Soaln, Mandi,
Kullu and Shimla.

A drive against drug menace was also launched by
maintaining strict vigil in public places around
educational institutions and district Police
Kangra has achieved a success of detecting nine
9 cases under head ND&PS Act in just a period of
one month.
10. Ragging Death Case:-
In Case FIR No. 68/09 dated 08/03/2009 under
section 302, 342, 323, 34 IPC Police Station
Kangra, the Murder case of Aman Satya Kachroo, a
student of RPGMC Tanda in which four senior
students of the same College have been booked
and challan against them has been filed in the
trial court in just 30 days. This was very high
profile case, which attracted national media but
no one commented over the working of Police as
this case was finalized and sent to the court
for trial in a record time.

Rape case of British National:- Beside
above all, a rape case of a British National
(case FIR No 170/09 dated 19/06/2009 under
section 376, 34 IPC Police Station Palampur )
has been solved and the investigation of this
case has been completed in just 7 days and the
accused persons Rakesh Kumar S/O Sh. Jaisi Ram
R/O Bandla and Sunil Kumar S/O Sh. Vikram Singh
R/O Bandla, who were absconded have been
arrested with in just 12 hours of occurrence.
The investigation of this case was also
completed within 7 days and the challan
prepared against the accused persons, and sent
to court for judicial verdict on 13/07/09.

Arrest of interstate truck thief Gang:-
District Police Kangra have arrested 7 accused,
who were involved in interstate truck thief gang
and also recovered 2 trucks stolen from this
district, one from West Bengal of value of
Rs.13,50,000/- and another from Bihar which was
sold in Assam value of Rs. 13,00,000/-. These
accused use to steal the Brand New Trucks and
took them to Gowahati (Assam), where they change
the engine no. and chassis no. and further
prepares the fake documents. In this behalf,
accused persons belong to Assam and West Bengal
have also been arrested.
10. Special campaign under Anti Smoking Act;- A
special campaign has been launched in the month
of Nov.2009 by the District Police to spread
awareness among the people restricting them to
smoke in public placed. The detail of challans

Miscellaneous Achievements:-

Destruction of cultivation of poppy plants
in about 3 hectares of Poppy at Chhota
Bhangal Area of Police Station Baijnath.

Law & Order maintained very well during
Navratra Fairs at all three temples.

Lok Sabha Elections conducted without any
Law-and-Order Problem in this District.

Case FIR No. 30/09 dated 18/03/2009 under
section 302 IPC Police Station Lambagaon,
the blind Murder case of a lady employee of
I & PH Department has been solved in which
the accused was a migrant laborer and
absconded from the spot.

Case FIR No. 60/09 dated 19/05/2009 under
section 302, 34 IPC Police Station Dehra has
also been solved successfully, in which the
accused persons have murdered Mr. Rajiv and
thrown his body in the main road to show it
a hit and run case of road traffic accident,
but the Police of this District
intelligently solved the case and booked two
accused.

Another blind murder case of previous year
registered at Police Station Dharamshala has
been solved, in which a migrant laborer was
murdered and the accused absconded just
after committing the offence, from the spot,
has been arrested from Chhatisgarh.

Another blind Murder Case (Case FIR No.
168/09 dated 30/06/2009 under section 302
IPC PS Indaura) has been solved in a very
short time by the Police of this district.
Supervision of investigation:-
A cell has been constituted to monitor and
supervise the Special reported cases under
supervision of ASP Kangra, which
has resulted in speedy disposal of special reported
cases and due to which pendency percentage of
cases is decrease to 13 % approx by the end of
November 30th 2009 also it has been
decided to reduce the pendency percentage to 10
% by the end of this year.
The Police of this
district have also been able to handle all the
Law& Order situations with efficient working and
no any untoward situation was high lighted which
caused any inconvenience to general public in
this district.
