Criteria for promotion course for ASIs

In case of promotee ASIs, he must have
completed 4 years of service after
passing the promotion course for Head
Constables and in the case of directly
recruited ASIs, he must have completed 5
years of service after being recurited. |

promotion to the rank of Inspector.

1. Recruitment of Constables:
Recruitment shall be done once a year
based on existing vacancies plus the
prospective vacancies for the next year.
2. Appointment of Vacancies:-
2.1 Post of constable in a newly raised
battalion will be filled on the basis of
ratio of population of district. 2.2 In
case of vacancies of constable in
existing Battalion the posts shall be
appointed district-wise giving 50%
weight-age to the percentage of
sanctioned posts of the Districts and
50% weight-age to the ratio of the
population of the District. 2.3 The
vacancies may be further appointed
Tehsil-wise in the same manner for
recruitment purposes, in case the number
of posts exceed 400.
3. Reservation:
3.1 Vertical reservation amongst SC/ST
shall be as per Govt. instructions on
the subject from time to time. In trib
al Districts, the % of reservation will
be governed by instructions of tribal
development department applicable to
District level Cadres. Vertical
reservation for OBC will be as per
specific instructions of the State Govt.
from time to time Horizontal reservation
for ex-servicemen, wards of freedom
fighters, Antodya, IRDP, distinguished
sports person and Home Guards will be as
per Govt. instruction from time to time
3.2 In case a post reserved under
vertical or horizontal reservation
cannot be dilled from within that
category, the posts should be kept
vacant and matter referred by the
Chairman of the Distt. Recruitment Board
to the DGP. 3.3 Vacancies for
Ex-servicemen shall not be filled by
open recruitment but Chairman of the
District Recruitment Board shall send
requisition to the Secretary,
Ex-servicemen Cell Hamirpur to sponsor
names. The requisition shall specify the
number of posts for each District and
the will be sponsored accordingly. The

5. Procedure for inviting application:-
Recruitment shall be done by giving
advertisement in leading daily
newspapers at least one of which will be
in the local vernacular. Wide publicity
will also be given through local
channels of All India Radio.
Applications shall be called for from
the intending candidates who fulfil the
educational and other qualifications.
Only such candidates can apply who are
registered with an Employment Exchange
of the State on the date specified in
the advertisement and are Bonafide
Himachali. The advertisement shall
specify the age, educational and other
qualifications and physical standards
and the District and Tehsil-wise if
applicable likely number of vacancies
(including reservation). In case female
constables are recruited, District wise/Tehsil-wise
vacancies will be specified separately.
The advertisement shall also specify the
dates of meeting of the District
Recruitment board (constituted in
accordance with the provisions of para 7
below) to scrutinize applications. The
dates will be fixed Exchange/Sub
Exchange-wise to regulate the number of
candidates on a given day at the
designated venue. The form of the
application shall be specified in the
advertisement. A processing fee of Rs.
100/- will be charged from the General
category candidates and Rs. 25/- each
from the candidates belonging to
categories of SC/ST/OBC/Dependents of
Freedom Fighters / IRDP / Wards of Ex
Servicemen.
6. Submission of application:-
An application will be considered only
in respect of vacancies of the District
in which the applicant is ordinarily
resident according to the Bonafide
Himachali Certificate. The application
must accordingly be submitted to the
Recruitment Board of the concerned
District on the designated date. In case
Tehsil-wise recruitment is done,
candidate shall only be considered
against the Tehsil shown as his
residence in the Bonafide Himachali
Certificate.
7. District Recruitment Board:-
Recruitment shall be conducted in each
district headquarters by a Board (called
the District Recruitment Board) headed
by the Range DIG, other members being
Commandant of the Battalion in the
Range, District SP and one Medical
Officer. In case recruitment is to an
India Reserve Battalion a Commandant of
a CPMF nominated by MHA shall also be
included. The Board may co-opt a G.O
belonging the SC/ST category in case it
is unrepresented on the Board. To ensure
fairness and transparency, no Member of
the Board shall belong to the District
whose recruitment is being made. The
Board is authorized to coopt GOs/NGOsto
assist in the various aspects of the
recruitment process. No such GO/NGO will
be coopted who belongs to the District.
The Board shall meet at the designated
venue at the time and date specified in
the advertisement. All applications
shall be serially numbered District-wise
or Tehsil �wise as the case may be on
submission and a receipt containing the
number shall be issued to the applicant.
The Board shall cause the scrutiny of
applications to ensure that all
requisite documentation required with
the application are attached. Incomplete
applications will be summarily rejected.
Applicants whose applications are found
in order will be checked for physical
standards as follows.
8. Physical Standards Test:-
The Board shall cause the candidates to
be measured for height and, n the case
of male candidates, chest expansion. All
measurements will be taken by Medical
Officer, recorded in the candidate sheet
and signed by the Medical Officer and
counter signed by a Member of the Board.

Candidates who do not meet the standards
prescribed in para 5 shall be summarily
rejected and informed accordingly.

9. Physical Efficiency Test of Candidates:-
List of candidates who are found
eligible as per physical standards and
educational and other qualifications
will be put on the Notice Board in the
District S.P. Office by the Board
immediately after completion of scrutiny
and such candidates shall be called for
physical efficiency test before the
Board. Each candidates will be tested
for 5 events and his timing/distance
noted by an office of the Youth Service
& Sport (YSS) Department coopted for the
purpose alongwith GOs/NGOs cooped by the
Board. Making of Physical Efficiency
Test for Male/Female candidates will be

The YSS Department officer and the
GO/NGO will record the timing/distance
in the candidates sheet and sign the
sheet which shall be countersigned by a
Member of the Board. Candidates who fail
to qualify in an event will be
disqualified forthwith and will not
participate in the remaining events.
Total marks for physical efficiency
shall worked out candidate wise and put
up on the Notice Board.
10. Basic List:-
A basic list will be prepared of all
candidates giving their marks and the
total as follow:- (i) Marks for physical
standard (see para-8) (Out of 5 Marks)
(ii) Marks for physical efficiency (see
para-9) (Out of 25 Mrks)
The Basic List shall include all the
application numbers names and the
details of the marks received against
each of the 2 items. An entry of
�disqualified in physical
standard/efficiency� will be recorded
against these who fail to quality. The
list shall be published on the Notice
Board of the District S.P. Office and
candidates with 50% marks or more shall
be called for a written examination.
11. Written Examination:-
Candidates will write their particulars
on a detachable portion of the answer
sheet. Before evaluating papers/answer
sheets, dummy Roll Numbers will be
marked on each answer sheet ( and in the
detachable portion) to maintain secrecy
Answer sheet will be evaluated by GOs
designated by PHQ and only such GOs
shall be designated, who do not belong
to the District. A separate slip will be
attached with each answer sheet for
writing details by each candidate. The
result of the written examination shall
be put up on the Notice Board of the
Distt. SP office giving the marks of all
candidates who appeared in the written
examination. Only such candidates shall
be deemed to have qualified for a
suitability cum Personality test who
secure 50% marks in the written test in
case of those belonging to General /OBC
categories and 40% marks in the case of
those belonging to Scheduled Caste and
Scheduled Tribe categories (out of the
15 marks for personality test)
12. Personality Test:-
Candidates will be called for
Personality test from amongst those who
have qualified, in the ratio of 3
persons for each post Suitability cum
Personality test shall be consist of 15
marks. All the Board Members will award
marks to each candidates. Thereafter
average of all the marks awarded to a
candidate will be awarded to the
candidate. The questions during the
interview will test the person ality,
attitude, behaviour and general
information in respect of Himachal
Pradesh and Police. Candidates who are
possessing NCC certificates and other
sports certificates will be given upto
maximum of five marks as under ( out of
the 15 marks for personality test ):-

The result of the Personality Test shall
also be displayed on the notice Board
immediately on the day of the test or at
the most on the following day, in
respect of all candidates who have
appeared.
13. Publication of detailed result :-
The detailed result will be the sum
total of the marks obtained in the Basic
List, Written test and Personality test.
The final result, showing the marks
obtained in each of the three attributes
alongwith the total shall be displayed
in respect of all candidates who
appeared for the Personality Test, (Tehsil-wise
if applicable) on the Notice Board of
the District S.P. claims to horizontal
and or vertical reservation shall also
be shown, in a Remarks Column.
Thereafter,based on the allocation of
vacancies (Tehsil-wise if applicable),
and horizontal and vertical reservation,
a (Tehsil-wise if applicable)
provisional merit list shall be prepared
alongwith a (Tehsil-wise if applicable)
waiting list. The waiting list shall be
valid for 1year from thedate of the
advertisement. Both lists shall be put
up on the Notice Board, showing the
marks obtained and reservation point if
any occupied.
14. Verification of character and antecedents:-
The character and antecedents of the
candidates who have been selected
provisionally shall be got verified
through concerned district Police. The
candidates who are found to be of good
character shall be asked to report for
medical examination. In case a candidate
is found to have been convicted in a
court of law, he shall not be offered
appointment irrespective of the nature
of the offence and the period of
sentence. In case of a candidate against
whom investigation or trial is pending,
the offer of appointment may be held in
abeyance for upto a period of 2 years or
until he is cleared during investigation
or trial, whichever is earlier. Such a
candidate shall not be deemed to have
become overage on this account. The post
may be filled from the waiting list, and
the candidate if cleared will be offered
a subsequently occurring vacancy.
15. Medical Examination:-
The selected candidates shall be sent
for medical examination to the
respective Chief Medical Officers. The
medical examination shall be conducted
as per PPR 12-16. Medically unfit
candidate shall be informed or rejection
of their candidature. An appeal to a
Medical Board shall be allowed within 7
days. Suitable candidates from the
waiting list shall be substituted in
place of the candidates who have been
finally declared medically unfit. Such
substitution shall keep in view
horizontal and vertical reservation.
16. Declaration of Final Result:-
The final merit list after medical
examination and verification of
character and antecedents shall be
published. District wise, giving the
Application No. Name, Tehsil, total
marks obtained and claim to reservation.
17. Appointment and Probation:-
Candidates appearing in the final merit
list shall be offered appointment
letters. The appointees will be on
probation for 2 years during which they
will have to successfully complete
Recruit Training Course (RTC) and field
training as may be specified by the
Director General of Police. In case an
appointee is unable to pass the recruit
training course, his service shall be
terminated. Recruits will be confirmed
only after successful completion of RTC
and successful completion of probation
of 2 years including RTC.

Promotional Avenues

- Constable to Head Constable
|
|
Promotion to the rank of HC are made on
the basis of competitive B-I Test.
Constables with 5 years of service are
eligible to appear in the B-I Test. On
the basis of merit , Constables thus
selected are deputed for Lower School
Course and then posted as Head
Constables as and when the vacancies
arise. |
