REGISTRATION PROCEDURE FOR TIBETAN REFUGEES IN INDIA
 
.As per the guidelines of the Ministry of Home Affairs, Govt. of India, the procedure of Registration Certificate (RC) registration and renewal process are being followed in three categories.


I. Tibetans who entered India up to 1959- on the after math of Chinese occupation of Tibet and children born to them will be entitled rehabilitation benefits as temporary refugees in India. These Tibetans are being registered continuously after the completion of 16 years age along with supporting documents.
Ø  For those Tibetans who are born in India after completion 16 years age are being registered on the basis of birth certificate, bonafide certificate issued by the Tibetan Welfare/Settlement office Dharamshala, school certificate, letter of Tibetan Welfare Office Dharamshala and Branch of His Holiness the Dalai Lama, copy of RCs of parents and interrogation report of Deputy Supdt. of Police, Incharge Guards of His Holiness the Dalai Lama at Mcleodganj.

2. Long Term Certificate (LTC). Those Tibetans who entered in India after the initial flux, including those who entered through special entry permit introduced from 30.10.2002 to 30.05.2003 should be classified in a separate category of long term stay and issued LTS/ R.Cs. The following documents are required for the registration. (1) School certificate (2) Tibetan Welfare Office recommendation  (3) Tibetan Branch Security office recommendation (4) Verification of geniuses of their claim for long term stay permit should be done on case to case basis and taking His Holiness the Dalai Lama Bureau list into account (5) Dy.SP Interrogation report/ verification report.


3. Special Entry Permit (SEP) Those Tibetans who entered in India after 30.05.2003 only special entry permit be accepted as basis for the purpose of registrations. Those Tibetan entered India through designated check posts under New Special Permit regime i.e Sonali in UP and Raxaul in Bihar and have proper immigration stamp of entry of the check post. For those Tibetans who are newly arrived in India after 30.05.2003 from Tibet on Special Entry Permit through Sonali in UP and Raxaul in Bihar  and have proper immigration stamp of entry of the check post, letter of recommendation is required from HHDLs bureau, Dy.SP Interrogation report/ verification report.


 Those Tibetans came on education and refugee categories are being registered and long term registrations are being issued.


4.  Orphan Children
Those Tibetan children who arrived in Dharamshala area from Tibet or other parts of the India their parents had been since died. After the   completion of 16 years old these orphan children RCs are being issued by this office on the basis of school certificate and the recommendation of the Tibetan Welfare settlement and security department of HHDL. The RCs of this category are being issued as per direction received from the Ministry of Home Affairs, New Delhi ac
